How are D-SIBs performing on B-15 climate disclosure requirements, and where do cross-guideline risks emerge with B-10 third-party and E-21 operational resilience?
Based on 2024 annual filings across all six D-SIBs, four of six banks meet B-15 Pillar 3 climate disclosure requirements at or above expectations — up from two in 2023. However, cross-guideline analysis reveals a concentration risk: three D-SIBs rely on the same two third-party climate data providers (B-10 exposure), and two of those providers have not completed E-21 operational resilience testing. TD and BMO show the strongest integrated compliance posture; Scotiabank and CIBC have disclosure gaps that correlate with delayed third-party vendor assessments.
